Broadcast over a loudspeaker, the voice is on-the-air. The voice being recorded (which is thus in-screen), along with the outraged facial expressions accompanying the vocal aggressiveness, is crosscut with the street where the voice blares out (the voice is thus off-screen). The dictator’s voice is omnipresent in the streets, which turns Hynkel into a "Big Brother" who seems to be pursuing the barber simply through the power of his voice.
