What is the status of the voice in this excerpt?

This is an on-the-air, voice transmitted by a loudspeaker. As the loudspeaker is always visible, this is an in-screen sound. This use of a loudspeaker voice portrays the holidaymakers as a remotely controlled herd, ready to change platform at each new instruction. The gag functions at two levels: not only does the voice move the crowds from one platform to another, but also its vocal distortion finally empties the announcements of all meaning. As is often the case with Tati, the sound fluctuates between extreme crispness (the sound of the slap at the beginning of the excerpt) and hubbub (the noise of the crowd, and the gradual indistinctness of the on-the-air voice).
